Occupational Health and Safety

We are committed to continuously improving the management and standards of occupational health and safety within Elphinstone Engineering Aust Pty Ltd and Elphinstone Weighing Systems. We will strive to protect the health and safety of our employees, contractors and visitors.

Principles

We will:

  • Ensure that occupational health and safety is an integral part of the management of Elphinstone Engineering Aust Pty Ltd and Elphinstone Weighing Systems and ranks equally with all other activities of the organisation;
  • As far as reasonably practicable, provide and maintain a healthy and safe work environment within Elphinstone Engineering Aust Pty Ltd and Elphinstone Weighing Systems premises and, when undertaking prescribed activities away from Elphinstone Engineering Aust Pty Ltd and Elphinstone Weighing Systems, establish and maintain safe systems of work;
  • Ensure encouragement and support for each individual's contribution to the improvement of occupational health and safety through appropriate consultation, information, instruction, training and supervision. Elphinstone Engineering Aust Pty Ltd and Elphinstone Weighing Systems acknowledge the contribution of those employees who hold responsibilities for occupational health and safety. Specifically, the Responsible Officers, OHS Safety Representatives and Accountable Persons shall receive additional training, information and support to fulfil their important roles in enabling Elphinstone Engineering Aust Pty Ltd and Elphinstone Weighing Systems to meet its duty of care.

Responsibilities

Occupational health and safety is both an individual and a shared responsibility. Every Elphinstone Engineering Aust Pty Ltd employee, contractor or visitor is responsible for ensuring that work/activities are undertaken in a safe manner and in accordance with current safety procedures, standards and individual state legislative requirements.

Responsible Officers

The Managing Director (Tasmania) and the Manager Technical Services (Melbourne) are designated as Responsible Officers under the Workplace Health and Safety Act 1995. They are responsible for the following:

  • Ensuring Elphinstone Engineering Aust Pty Ltd and Elphinstone Weighing Systems meet their responsibilities under Section 9 of the Workplace Health and Safety Act 1995 and the Workplace Health and Safety Regulations 1998;
  • ensuring effective resourcing and implementation of Elphinstone Engineering Aust Pty Ltd's occupational health and safety policies and procedures;
  • Providing the leadership necessary to raise an organisation-wide safety culture;
  • Ensuring that within their workplace there is appropriate planning, development, implementation and monitoring of occupational health and safety programs specific to the needs of the area
OHS Safety Representative

The Workshop Manager and Office Manager have been delegated the role of OH&S Safety Representatives. The function of the representatives is in accordance with the Workplace Health and Safety Regulations 1998 which are:

  • Represent the health and safety interests of employees, contractors and visitors.
  • Encourage safe work practices, and
  • Be accountable to the Managing Director for any safety or health hazard of which they become aware
  • Inspect the workplace as is reasonably necessary
  • Accompany an inspector if they so request
  • Immediately inspect the workplace where any accident or dangerous occurrence or an immediate threat of such an occurrence
Accountable Persons

An individual, who assumes responsibility for the health or welfare of any other person in a workplace by providing instruction, direction, assistance, advice or service, is deemed an accountable person in accordance with the Workplace Health and Safety Regulations 1998. All management and supervisory staff (which includes those with responsibility for visitors or contractors) are therefore considered "accountable persons" and have responsibility for the following:

  • Ensuring that the requirements for accountable persons as outlined in the Workplace Health & Safety Regulations 1998 are met;
  • Ensuring that adequate consultation, information, instruction and training are provided to employees under their control;
  • Providing supervision appropriate to the level of risk that the task or job entails;
  • Managing contractors and supervising authorised visitors to Elphinstone Engineering Aust Pty Ltd in a systematic and safe manner;
  • Be accountable to the OHS Safety Representatives for any safety or health hazard of which they become aware and any incidents or near misses that occur in the area for which they are responsible.

All Employees, Contractors, and Visitors are responsible for and will commit to:

  • Taking reasonable care for their own health and safety and for the health and safety of other people, including people who work under their supervision or direction who may be affected by their acts or omissions in the workplace.
  • Actively participating in safety training where required.
  • Contributing to the development and implementation of safe systems of work.
  • Co-operating with instructions, supporting and promoting occupational health and safety within the Elphinstone Engineering Aust Pty Ltd workplace and whilst engaged in Elphinstone Engineering Aust Pty Ltd activities;
  • Acting and encouraging others to act in a healthy and safe manner;
  • Reporting any unsafe conditions in the workplace, accidents and near misses
